i cant make my halfling a kobold on Le'or =/ is there a bug or do i have to be an evil alignment or something?
Its not a reatreat, its taking the offensive in the opposite direction.

halflings are actually not the base race for any custom race. the info needs to be updated.

use a gnome instead
