I am supposed to retrieve a book and give it to the record keeper however I cannot look at any of the book shelves. Very frustrating. Also I cannot leave the Libaray Am I just missing something?

click on every book shelf, one of them will say "you found your record" then you go talk to the guy who told you to find the record. Tedious, but it works.

No maybe not I may very well be wrong on this but if you started to click on any shelves before you talked to the record keeper you wasted your time and those shelves need to be rechecked. One time while I was there I clicked every bookcase twice! Before I realized that maybe the quest isn't started until you talk to the record keeper, so make sure you do that first just to be safe. :D

Yup, talking to him lets you know which book you're looking for. Otherwise you're just browsing. :)
