i cant make my halfling a kobold on Le'or =/ is there a bug or do i have to be an evil alignment or something?

sorry if this is posted allready but, is there a safeplace for kobolds anywhere? in most servers i go to (havent made a chr yet) kobolds are generally hunted or disliked/killed if they can be. so im wondernig, is there any safe place for kobolds on Avlis?
