My character would want whatever kicks the most ass in the situation. Sometimes, that means one of the many unusual items I keep around. I mean, really, who uses a sickle, unless it's +4 against undead that aren't slash resistant?

The chance for paralysis occurs only if the target is outside of combat, but the additional damage occurs anytime you are eligible for a sneak attack.

I get this all the time... I just learned to adjust my heal kit slot on log in. It seems to be particularly affected by switching servers or server resets.

I'm pretty sure it's been brought up time and time again and always turned down by the team. I believe that the reason is the incredible resources required to implement a new PrC, particularly throughout Copap. However, give them a try in single player, because a lot of them are quite fun to try out...
