The World of Avlis

Would someone mind telling me how this would be done?
I've tried to modify the lib_ps_spellhooking script which according to the comments in it, is supposed to trigger when a psionic feat is used but nothing happens.

Have I missed something very basic here?

There is a switch in the psionic include which can disable stuff.
