How to make a new dress?

Don't know if this the right forum to adress but if it isn't, could you please direct me to the right one?
I need to tailor the new Order of Life Ceremonial Garment, the old one showing a little too much leg for a ceremonial garment.
I tried the Toolset but couldn't find those nice long dresses that women usually wear in formal occasions and which have become such a great part of Avlis female couture. I also couldn't find the pure white cloth colour found in a number of such dresses, the only white I found is that demi-grey stuff.
What do need to do to make this dress? Since I need a special outfit for males (naturally different), how do I make them answer to the same name (e.g. Order of Life Ceremonial Garb)?

you use the toolset, but you need to make sure you attach the universal.hak to the module you are using to design the clothing in.

I thought it would be something like that. So I tried to use the import option of the toolset, but it only allowed me to import *.erf files, no mention of *.hak. Where and how do I attach this universal.hak?

To get to the "hidden colors", go to a color selection screen. Click on one of the colors in the bottom row, and drag down as if there were another row beneath the bottom row. There are a group of unsupported colors there - be sure to verify that they look all right by testing in game. Sometimes you will get really strange results with these colors - they're unsupported for a reason.

I tried that, but it does not show any clothing, except a cloak or a belt.
I assume they are items?
Is there a way to see the items which already exist please?

no.
The hak doesn't include items, but ressources of which the items can be built.
You can create custom clothing and with the hak installed you can choose from a greater variety of parts.

To see the hidden colors, create an npc.. miracolously, they reapear in the skin colors.

Thanks for all the help. No, honest. I was totally green before that. Now I only have a healthy shade of greenish.
I managed to find the necessary ingredients. Shame that men and women wear the same outfit, with only so few changes. Things that look cool on women are horrible on men and so on. I hope you will enjoy our new look.

Make a robe like thing that can be used for men and women, or make two different outfits; one for men and one for women.

Once you're done with them and satisfied with the result, send them to me for evaluation. If I think everything is in order I will submit them for import into the palette. This could take some time, so prepare to be patient.
