I have a character with 7 fighter levels. If I take an 8th fighter level at 21, can I take 2 epic fighter feats at that time?

You are not epic fighter. But as stated above the best way to find out is export your char to a testing mod and see what happens.

You get a bonus fighter feat at 1st, 2nd, and every even level after that (level 8 is even).
Additionally, you get a standard class feat every 3rd level (1st, 3rd, etc.) 21st will reward you a feat.
You need
Epic Weapon Focus to unlock
Epic Weapon Specialization. Besides the prerequisite feats, all you need to be is a character level of 21. Not "21 levels of fighter."
tl;dr
Yes you can.

Nearly all epic feats only require epic character. Example: Great Dex can be taken at your 21st character level, even if you do not have more than 7 in any specific class.
But there are a few that require epic in a specific class. I am fairly sure the Epic Spell feats are this way. So say you are a Sorcerer(20)/Bard(6). If you put your 27th character level into Sorcerer then you can get an Epic Spell Feat. If you take the 27th character level in the Bard class you can not.
And the best way to find out which way a feat works is to just try it out. It does not even have to be in a custom module, you can do it in the prelude of the original campaign. Drop me a PM if you want to know how.
