How much of this would be considered freely available IC information on the surface? Or would a surface character need to travel to the Underdark itself or talk to a PC/NPC who has spent a lot of time down there in order to gain more than vague details?

All of the underdark info would be readily available to a PC rolled there, or one who has migrated from the surface and now lives there. Casual visitors would not know much, if any, of it, and chatting with NPCs would only gain you whatever info the scripted convos contain. PCs on the surface wouls generally have little, or no, IC information about the underdark history or the demon lords.

In the past, a few DMs have passed along 'books' to certain groups who have done research into the underdark's history. When that happened for me, I was sent the link to the sections of the Underdark History that are found on the World Information boards.
Since then I have also found a few more things rising to the surface that also explain the history of the UD.
Spool, there has to be more information than that, followers of Fegall would certainly know how he came to become a god, and even without the way I gave above, there are still alot of IC items and events that give information about the demonlords, like this -
