Untrue. NPCs should not be in the 60s unless a DM or builder really twinked their stats out. I was a DM spawn. Once you get thru the first few months with the early babies it get alot better. They grow fast, and in a few months you will be wishing they would stay put when you set them down. Best of luck with all the new changes.
